USS Hurricane (NCC-90003)

The Hurricane continues the Cardinal's work in the Shackleton Expanse. Crewmembers must quickly acclimate to the vessel's advanced technology. Larger departments bring new responsibilities to the senior staff. A medical crisis among Romulan refugees living in the civilian section takes center stage.

The USS Hurricane is a Typhoon-class starship assigned to Task Force 21 of the Fourth Fleet under the command of Captain Raku Mobra. The vessel is tasked with humanitarian operations and diplomatic outreach. The crew’s mission includes rapid crisis response, disaster management, and comprehensive intelligence-security capabilities. The ship can adapt to rapidly changing operational requirements. It coordinates closely with fleet elements, civilian organizations, and intergalactic partners.

The Hurricane can operate independently to coordinate with regional fleet commands and relief agencies as operational conditions require. Its mandate emphasizes a sustained presence and follow-up operations rather than short-term intervention alone.

The ship’s primary mission includes rapid response to planetary displacement, ecological instability, infrastructure failure, and medical crises. The Hurricane is equipped to deploy prefabricated medical facilities, shelters, and logistical hubs built through the use of a large fabrication bay. Operations support both immediate relief efforts and long-term recovery.

Diplomatic outreach forms a second mission priority. The Hurricane conducts formal and informal engagements with emerging, displaced, or recontacted cultures. The crew’s ethos operates under the guiding principle that continued engagement, often described as fifth contact, is as critical as initial contact. The ship prioritizes consistent communication, cultural sensitivity, and long-term relationship management across repeated interactions.

Crisis response capabilities are integrated across departments. The vessel serves as a mobile coordination center during large-scale emergencies. Medical, security, engineering, and intelligence resources align in response to rapidly evolving conditions. This integrated approach allows the ship to adapt to sudden humanitarian or security demands without reliance on Starfleet for support.

The ship’s sustained high speed capability enables rapid deployment to distant regions. This is critical to the time sensitive nature of the Hurricane’s assignments. A well-equipped team of engineers not only maintains one of the most advanced systems within Starfleet’s current roster. Along with the operations department, they stand ready to build and solve problems for any society in the Galaxy.

Hurricane Exploratory Cruiser Squadron

The Hurricane Exploratory Cruiser Squadron is a rapid response unit focused on humanitarian service, scientific operations, diplomatic outreach, and crisis support. The squadron combines extensive medical and engineering resources with sufficient tactical strength to operate independently in remote or potentially hostile regions.

The USS Hurricane and the USS Soval form the core of the squadron’s humanitarian response capability. Their large fabrication bays can construct prefabricated hospitals, shelters, engineering stations, and other infrastructure in modular sections. Extensive cargo capacity supports sustained relief operations. Large sickbay complexes, medical laboratories, and experienced emergency response personnel allow both vessels to respond to mass-casualty events and long-term public health emergencies.

The USS Soval serves as the squadron’s primary diplomatic platform. Its extensive ambassadorial facilities include a larger complement of VIP accommodations and dedicated spaces for visiting delegations. These facilities support negotiations, cultural exchanges and extended diplomatic missions. The Hurricane maintains newer diplomatic facilities of its own, while the IKS Bortasqu’ supplements the squadron with a substantial Klingon diplomatic section.

Scientific operations are distributed throughout the squadron. The Soval maintains twenty-eight laboratories, supported by upgraded sensor systems brought to modern Starfleet standards. The Hurricane contributes sixteen laboratories and advanced systems. The RRW Tomal adds twelve laboratories and a team of joint Romulan-Vulcan specialists that provide a unique scientific perspective. The Tomal also provides reconnaissance capabilities through advanced sensors and a powerful cloaking system. The Bortasqu’ contributes three massive laboratory complexes. Joint operations train Klingon officers in scientific methodology and investigative procedures.

The Hurricane and Bortasqu’ provide the squadron’s primary tactical strength. Together, the two vessels field sixteen torpedo launchers and fifty-six fighters. Their embarked craft can establish defensive formations around the Tomal, relief transports, or civilian vessels while the larger warships confront direct threats. This allows humanitarian, scientific, and diplomatic operations to continue under potentially hostile conditions.

Hurricane Exploratory Cruiser Squadron is capable of arriving in an unstable region to establish security, investigate complex scientific problems, conduct diplomacy, treat casualties and construct infrastructure without any reliance on outside assets.
