The USS Soval is an Ambassador-class emissary assigned to Task Force 72 of the Fourth Fleet under the command of Captain Marlon Smythe, with Commander T’Naagi serving as executive officer. The vessel is tasked with diplomatic outreach, humanitarian operations and scientific support to Federation members and powers in neighboring regions. Its mission emphasizes sustained regional engagement and the ability to support frontier communities.

Diplomatic operations remain a primary responsibility of the Soval. The ship carries extensive conference facilities, adaptable diplomatic spaces, and accommodations for visiting delegations. These facilities allow the crew to host any summit, including complex multi-party conferences. The Soval stands prepared to transport galactic representatives in comfort and style. The vessel can also maintain an extended diplomatic presence during periods of political instability for developing worlds.

Humanitarian response forms another major component of the Soval’s assignment. Its large cargo facilities can transport medical supplies, industrial equipment, emergency provisions, and prefabricated structures. A fabrication bay supports the construction of everything from shelters and clinics to infrastructure components. Industrial replicators provide additional support for communities facing infrastructure failure or supply shortages.

Medical operations are organized around a large sickbay complex. The Soval carries a secondary emergency-response mission. Five Type-11 shuttles aboard the Soval are configured as ambulance craft. They can deploy medical teams, evacuate casualties and transfer patients between surface facilities and the ship. Scientific facilities and guest accommodations can also be converted into temporary patient-care areas during large emergencies to magnify the number of casualties the vessel can accommodate.

The Soval will frequently coordinate these operations with the USS Hurricane. During major disasters, the two vessels can establish joint medical and logistical networks. The Hurricane’s fabrication capabilities can operate alongside those of the Soval to provide emergency and diplomatic aid.

Scientific operations provide the Soval with capabilities beyond its diplomatic and humanitarian responsibilities. The Ambassador class retains extensive laboratory and sensor capacity. Modernized scientific equipment allows these older vessels to conduct highly detailed surveys and investigate unusual phenomena. The vessel also provides specialized scientific personnel during humanitarian missions.

Security personnel primarily support diplomatic asset protection and securing humanitarian missions in unstable regions. Tactical operations are secondary to its diplomatic and humanitarian mandate.

The Soval serves as a support vessel capable of remaining in a region after the immediate phase of a crisis has passed. Diplomatic, medical, scientific, engineering, and logistical departments can operate together during extended assignments. This allows the crew to move from the initial response into reconstruction and long-term assistance.

Hurricane Exploratory Cruiser Squadron

The Hurricane Exploratory Cruiser Squadron is a rapid response unit focused on humanitarian service, scientific operations, diplomatic outreach, and crisis support. The squadron combines extensive medical and engineering resources with sufficient tactical strength to operate independently in remote or potentially hostile regions.

The USS Hurricane and the USS Soval form the core of the squadron’s humanitarian response capability. Their large fabrication bays can construct prefabricated hospitals, shelters, engineering stations, and other infrastructure in modular sections. Extensive cargo capacity supports sustained relief operations. Large sickbay complexes, medical laboratories, and experienced emergency response personnel allow both vessels to respond to mass-casualty events and long-term public health emergencies.

The USS Soval serves as the squadron’s primary diplomatic platform. Its extensive ambassadorial facilities include a larger complement of VIP accommodations and dedicated spaces for visiting delegations. These facilities support negotiations, cultural exchanges and extended diplomatic missions. The Hurricane maintains newer diplomatic facilities of its own, while the IKS Bortasqu’ supplements the squadron with a substantial Klingon diplomatic section.

Scientific operations are distributed throughout the squadron. The Soval maintains twenty-eight laboratories, supported by upgraded sensor systems brought to modern Starfleet standards. The Hurricane contributes sixteen laboratories and advanced systems. The RRW Tomal adds twelve laboratories and a team of joint Romulan-Vulcan specialists that provide a unique scientific perspective. The Tomal also provides reconnaissance capabilities through advanced sensors and a powerful cloaking system. The Bortasqu’ contributes three massive laboratory complexes. Joint operations train Klingon officers in scientific methodology and investigative procedures.

The Hurricane and Bortasqu’ provide the squadron’s primary tactical strength. Together, the two vessels field sixteen torpedo launchers and fifty-six fighters. Their embarked craft can establish defensive formations around the Tomal, relief transports, or civilian vessels while the larger warships confront direct threats. This allows humanitarian, scientific, and diplomatic operations to continue under potentially hostile conditions.

Hurricane Exploratory Cruiser Squadron is capable of arriving in an unstable region to establish security, investigate complex scientific problems, conduct diplomacy, treat casualties and construct infrastructure without any reliance on outside assets.
