Terraforming Outpost 51, nicknamed Fogg Station, is a Jupiter-class starbase in orbit of the second planet of the Norali System, located in the former Demilitarised Zone along the Federation-Cardassian border. Norali II has been identified as the prime candidate for a joint venture between the United Federation of Planets and the Cardassian Union to terraform and settle a previously unviable world in the region.

Not everyone supports this joint venture of peaceful cooperation and scientific development. Some of those already living in the former DMZ, who have never forgiven the Federation for forcing them from their homes more than thirty years ago, are opposed to an increased Starfleet presence in the region. Meanwhile, The True Way has announced its intention to put an end to the project ‘by whatever means necessary’.

With The True Way’s words ringing in their ears, Starfleet has assigned the Reliant-class USS Horatio as the station’s support vessel. Her primary responsibilities include defending the station against the aggressive actions of The True Way while also allowing the crew to undertake further in-depth studies of the Norali System and the surrounding region and to engage in humanitarian missions.

Fogg Station and The Joint Terraforming Project stand as a beacon of hope and peaceful cooperation between the Federation and the Cardassian Union, but in the face of such determined opposition, will that beacon be snuffed out or will it bring light to even the darkest corners of the former DMZ?
