The USS Carthage fulfills the humanitarian mandate of Task Force 93 primarily by repurposing her emissary suites and quarters for the use of refugees during evacuation crises. During the initial years of this vessel’s service, she was considered a heavy cruiser. Therefore while her primary role remains the transport and temporary housing of evacuees, the Carthage may also find herself securing or shoring up supply routes.
