Summary
Varujan is an old veteran within Starfleet with no real ambition to grow in the ranks as it would take him away from his ambition of being an engineer. So he is pleased and settled with the rank of Lieutenant and fills the position of Assistant Chief Engineering Officer after Drata promotion to COO.
