The Aquarius is assigned to offer a much needed delivery of relief supplies to the ailing independant Romulan Neutral Zone colony of Xarxius-IV…only, the colonists don’t seem to want it, despite also seeming to be in desperate need of it.

Are they weary of a Federation gift horse? Just that stubborn in their independence? Perhaps it is an affront to their sensibilities that the Captain offering help is a Romulan defector? Or is there something else amiss?

Is the Aquarius’s mission over before it could truly begin?
