Summary
Commander Miguel Rivera is the Chief Communications Officer aboard the Arcturus. He is passionately idealistic about the Federation and is an exceptionally talented linguist. After starting his career on a subspace relay station, he served for most of the 2390s on starships until he accepted a teaching position at Starfleet Academy. After two years teaching at the Academy, he joined Arcturus at the start of 2401.
