Summary

He prefers certainty over instinct, often taking the time to fully understand a situation before acting. While some officers rely on their gut, Rourke believes that good decisions are on facts and understanding the cost.
Rourke provides perspective. He is often the officer asking what happens after the crisis is over, who is left behind, and how lives can be rebuilt once the immediate danger has passed.

However, Rourke is not without his flaws. he can overthink decisions, especially when lives are on the line. He tends to internalize failures, and can become withdrawn, stubborn, and reluctant to delegate responsibility when he feels personal countability.
History
Early Life
Rourke was born in Bath, Maine, to a family full of educators and teachers. His father, Nathan, was a geologists and his mother, Allison, taught advanced biology at the Academy. Growing up, Elias spent much of his childhood around research labs, observatories, and dig sites.
He developed an early fascination with the unknown, and often spent evenings reading old mission reports from some of the Federation’s first explorators. While other children dreamed of commanding starships and epic battles; Elias dreamed of discovering something no one had ever seen before.
By the time he entered Starfleet Academy, he had already decided on a career in medicine.
Starfleet Academy
Elias entered the Academy at the age of 18, with a focus on Xenobiology and Cultural Studies. Though naturally gifted in science, he surprised many by pursuing command courses as well. He graduated the Academy 2385 commissioned as an Ensign and assigned to the USS Tianlong.
