TF86: Image Decryption

Description

A transmission was intercepted meant for the pirates on the border of 86’s boundaries. This transmission gives the identity of a well known pirate plaguing the Federation. We are asking for the help of any analyst that would be willing to try and figure out the encrypted transmission.

The pirates are continuing to push further near the boundaries of Federation controlled space. This message could push against their aggressive expansion.
