Summary
After an exemplary tour as a first officer onboard the USS Antietam (Obena-class starship), Commander Oteng was recalled to Starfleet Headquarters, where he was promoted to the rank of Captain and given 6 months leave to be with his family before he was informed that he was taking command of the USS Los Angeles, a New Orleans class starship.
Appearance
Fabien stands about 6’2″, weighing in at about 210 pounds, he is something that can seem physically imposing. As an Ensign, he accidentally overheated his hair, and as a result, he had to shave the top of his head; he liked the style that he kept it as he advanced in his career. He has brown eyes and a well toned body. He speaks in his native Rwandan accent.
Personality
Fabien is someone who has a distinct command style. He is serious on duty, but afterwards he is a lot of fun to be around and with.
