Summary

Patience is a virtue, or so the old axiom says, and Utilliar has enough patience to make a Vulcan monk seem spontaneous. Whether it’s deciding which leaf to eat from his daily salad or strategising the perfect tactical response to a situation, every decision deserves his complete and intensive consideration. Whilst some might consider this antithetical to his calling in the security department, more than once, an enemy has been caught out by the Xindi officer’s extensive back catalogue of tactical knowledge and acumen. After all, Utilliar has considered every possible scenario.

Appearance

Standing at over six and a half feet when fully unfurled, it is far more common to see Utilliar slowing shuffling through the corridors of Britannia to his next assignment beneath the heads of his crewmates. His light grey fur gives him the appearance of a much older man, and coupled with his sedate speed and deeply introspective personality, it’s common for people to make the assumption that he is far more aged. When the moment calls for his plan to go into action, however, Utilliar makes use of his naturally muscular physique and robust physiology to end the threat before danger strikes.

Personality

Reckless, random and rash are words that have never crossed Utilliar’s mind, let alone his performance reviews. The Xindi officer is happiest in his small cubicle, pouring over intelligence reports and library articles, considering every possible avenue for the ship’s missions. His relaxed personality is a welcome addition to the hurried and at times, frantic environment of the strategic operations team, and he can always be called upon for a calm, collected response. At times, his sedate nature has caused some friction with his colleagues, and he has struggled to make many friends amongst the vast compliment of Britannia as people sometimes find him to be infuriatingly slow or appearing non-commital. Those who have stuck it out, however, have found a fast friend and ally who offers a wealth of considered advice to clarify any situation, whether it’s the next chess move or a romantic entanglement.

By nature, the kind young man always hopes for the positive outcome but holds a deep-seated fear that all his work will be for naught. Having seen that preparation doesn’t always mean success, he is slowly coming to understand that sometimes, the best option is simply choosing the least worst.

History

Early Life

Born on one of the many nascent colonies that were settled with the promise of becoming a ‘New Xindus’, Utilliar grew up surrounded by a vast, extended family that championed the values of preparation and planning. Every crop planting, every new building, and every choice of wall colour was subject to proposal, meeting, review, reconsideration and reflection prior to actioning. Whilst some considered this the height of bureaucracy, Utilliar always found a comfort in the intensive interrogation of every choice. And he saw the benefit of these choices as the colony continued to grow in strength and prominence, turning from a minor outpost to a stable colony within several decades. Sadly, their preparations did not protect them from an ambitious minor family from the Orion Syndicate who overtook the colony by using their own weapon, bureaucracy. After infiltrating the colony’s organisational structure, Utilliar and his family watched in horror as they turned their hard-won home into a den of smugglers and black market trade. Eventually fleeing with many of the outpost’s inhabitants to the core worlds, Utilliar learnt a valuable lesson: expect everything.

It took several years of journeying before his family’s interstellar wagon train found a home on Denobula, where the planetary government welcomed their organisational accumen in support of the Denobulan’s dense planetary operations. Unfortunately, the fallout of his encounters with the Syndicate hung heavily on Utilliar’s heart and when a Starfleet Recruitment campaign came to Denobula, holding the promise of helping all the galaxy, the young Xindi felt the call to service.

In 2391 Utilliar joined the academy, and despite a number of demerits for late submission that necessitated his repetition of the freshman year, he graduated with honours in 2396. Showcassing a skill in planning and mission operations, Utilliar initially expected to find himself wearing the mustard uniform of the operations department. When a passing professor caught sight of his extensive essay about the reformation of the Andorian Guard post Federation, Utilliar found himself being mentored the security track and after (naturally extensive) consideration, Utilliar made the switch.  On his graduation day, it seemed half of Denobula held a party and the square at Starfleet Academy buzzed with voices from all his acquired family.

Starfleet Service

Since 2396, Utilliar has served solely on the USS Britannia, beginning in security support, where he excelled within the armoury and later mission support. His extensive preparation, coupled with an almost encyclopedic knowledge, saw him garner a reputation for having the perfect solution to hand in any situation.

When Britannia was redeployed with the Fourth Fleet in 2398, serving as its deep space strategic asset, Utilliar found himself drawn towards the expanded strategic operations team that joined the crew. The team brought with them brand new minds to study for the scholarly Xindi officer and armed with an almost endless list of questions, he approached his new colleagues one evening. Weeks spent probing, questioning and hypothesising with his new colleagues in the mess hall, eventually led to the ping of an invitation to the team. An invite Utilliar hapilly accepted, after a several days of consideration.

Utilliar now spends much of his time within the strategic operations suite, located deep within the heart of Britannia, where he wargames scenarios for both the division and the command team. Though he doesn’t know what the future holds for him or his crewmates, Utilliar is determined to be prepared.
