Summary
Tougun has taken control of much of the Orion Syndicate operations in the Rimward. After the Pirate Queen cut off anyone who had participated in the sale and purchase of Borg and other related items, he formed his own group called, “The Tougun Network”

History
Not much is known. Tougun was part of the Orion Slavery operation. He was a bounty hunter and slave revolt specialist. He moved into the commercial and mercenary wing of the syndicate at some point in 2400, but that date is the best guess.
